I don't know what browser you're using, but if it's firefox I have found the work-around without you having to disable ad block or your antivirus because this has happened to me a lot too. There should be two buttons on the red screen that pops up, one that says "Go Back" and one that says "See Details." When you hit the "See Details" button it does give you a link that says Proceed to Site At Your Own Risk. Click that and it should take you through, and just to be extra safe I always run a virus scan afterward with Malwarebytes and clear out my Temp Folder with CCleaner, just in case! Got eyes to work just fine as well as eyebrows and sometimes hair works but sometimes it doesn't. Like I can't change the hair colors on the pre-existing sims when i'm editing them from my library but I can change colors when I start a whole new sim which is kinda weird. I guess I'll have to be patient and wait for the batch fix, it'll probably take them another couple of weeks to straighten this mess out

I'm not an expert by any means, but it sounds to me like the program you used to recover your files may have corrupted some of the files or the folder itself when you restored it. What I would try first is:

1. move all your mods/package files out of that mods folder, put it in another folder on your desktop or somewhere else in your files, where ever it's easiest for you to get to, then delete the mods folder out of your EA folder in your documents.

2. Once you've done that, open your game back up with no mods in the folder and with no mods folder in your ea file, and let the game create a new mod folder

3. Once you have a new uncorrupted mods folder, slowly move groups of CC into the folder and see if any errors pop up when you add something new to your new mods folder. This is a long process and it's a pain in the butt but I think this way, there's a chance that you won't lose -everything- and may just have to re-download a few things

I hope this helps or works at all, I've had to do this after a few patch updates and it did seem to solve what ever issue I was having with it.

Script Mods are being reported as broken because of the python upgrade but there are a handful of compatible ones and some are being updated/have already been updated. We're going to have to be patient and wait for the modders to fix stuff, but what I would personally do is  make sure when you open your game back up that you have cc enabled, but also if you have merged files in your mods folder, you may have to re-merge them again from your individual file backup and put them in the mods folder fresh (I've also noticed after some patches, that deleting the mods folder altogether and then booting the game up to put a brand new mods folder in often solves a lot of problems.) Hopefully any of those options will work and everyone make sure to back up your tray files too while you're at it, it never hurts to have copies of everything in another folder somewhere!

There's more than likely going to be a batch fix when Sim 4 Studio updates but OrangeMittens offered a potential fix that I just saw today since I've been checking the Broken Mods list for the November patch at SimsVIP. They always update what's broken and what's being reported as messed up anytime EA screws us with a new patch, so it's a handy resource to have!

"Possible Fix for CC Hair Download and Install Sims 4 Studio. Open Sims 4 Studio, then select Content Management/Batch Fixes/CAS/Allow CC for random. Choose the folder where your CC Hairs are and let the batch fix run (Sims 4 Studio will make backups). Thanks orangemittens"

 I use Ad Blocker Ultimate for Firefox but on some sites I do have to disable it because it won't let me through to the page if I have it turned on, so you do need a decent program running in the background that will catch anything that might try to slip through. If you're looking for good antivirus software that can actually do its job (and it's free!) I'd suggest installing Malwarebytes, and I also have Avast for antivirus software and it's been really good! Also after I shop for CC, I always run CCleaner and get rid of all the tracking cookies and potential spyware that I pick up and it deletes all your temporary files out of your browser. Hope that helps!  :)

Edit: To answer your other question, the SimsResource is a great place to get CC and you absolutely will not get viruses from there (I never have) but in my personal experience it's a must that you have adblock otherwise it's a laggy nightmare. I've recently started downloading from SimsDom and it seems to be good as well, but it's another one that requires a good adblock extension. I also get my CC off Sssvitlans' site on Tumblr, and if you're looking for great builds that come with the CC included to cut down on your shopping time (even though people aren't supposed to do that, I know) you might want to hit up Frau Engel on her blogspot page!

I can't tell you how many sims I have wandering around looking like Charlie Brown! And it's always the adult-elderly men! I don't know why my game does this but they always generate with a city living shirt on, baby hair/hairline on a bald head and some of them don't even have pants

when i do makeovers for townies and premades, like crazzysimmer4 said, i always do them from Manage Worlds! Just type in your cheat from the worlds screen, click household manager, bring up a family or a Sim you want to make over and click the little pencil at the bottom of their box and that's pretty much it! I usually clean out the sims I don't want like random generated townies while I'm doing that so it's easy to get it all done at once.

I have everything merged in my actual mods folder, but my individual files are pretty extensively organized. I have the usual way I guess of organizing stuff (tops, bottoms, shoes etc) but I separate them out by gender. Same with hairs, accessories and anything else that's gender specific (unisex accessories have their own folder). My genetics folder has skins, eye colors (default replacement and face paint category both), beards, body hair and tattoos. I organize Poses by couple, group, solo modeling, selfie, and storytelling poses. My Home folder is separated into furniture, decor, and build mode (for walls, flooring, etc.) and then from there has a ton of subfolders based on type like couches or curtains. I go a little crazy with the organizing so my method might be a bit involved lol

Some people don't merge and don't have serious lag trouble (depending on their machine), but merging does help cut loading times by a lot! It could also be a problem with special characters like brackets and parentheses in the files, and to solve that, Bulk Rename Utility is the way to go. If you don't feel comfortable merging everything together but still want to cut lag, use BRU to take out all the spaces and other stuff that take the game forever to read the actual file. That will help too!

I talked a little bit about this in another thread but I'd be happy to expand on it and I hope this helps! This is just what I do, you don't have to do it this way but I've found that this is a lot easier for me personally.

In your documents, outside your EA folder, keep a backup of all your individual files, arranged however you want to arrange them. I merge things together by a certain group, like all the female hairs together, all the male hairs, home decor, I put beards/body hair, skins, eye colors etc under the big umbrella of genetics and arrange the individual files accordingly in the individual backup folder I have. Keeping a backup copy is SUPER important, because once you merge things, you can't unmerge them, but what you can do is take out either things that don't work or you don't want anymore and then re-merge the file to put back in your mods.

If you find broken cc that the creator may fix later, put those packages in another folder  (I call it SIMS 4 CC NOT IN GAME) and hang onto those packages in a special subfolder so you can remember the names and look for updates to broken CC. if the creator is gone and no one is interested in fixing the broken mods or cc, delete em and get them out of there. This is also where I put stuff I don't want in my game right now but may want at a later date in another subfolder, like nursery furniture, wedding dresses, and things for special occasions like holiday items where I can just quickly pull those up and merge them again when I want to put them back in my game

The last tip I have is that you can merge CAS items no problem, furniture, and decorations, but NEVER EVER EVER EVER MERGE YOUR SCRIPT MODS. I have a special folder in my mods just for script mods and the packages that go with them, that you can get on MTS or things like pose player. It's just so much easier not to include those in your merged files so when something inevitably breaks you can just update them and replace them right out of the mods folder without having to re-merge a bunch of stuff or losing a bunch of CC (which the backup folder should solve anyway but accidents do happen)

Like I said, this is just a system that works for me, but I thought I would share anyway!
